Zhengjun Zhang founded King Parallel Consulting in 2013. He is currently the founder and CEO of King Parallel Consulting, and leads corporate strategy, state-owned enterprise reform and government consulting practice. Dr. Zhang is also a council member and senior research fellow of the China Enterprise Reform and Development Society, research fellow of the China Ownership Association and the council member of its sub- association for BoDs, an economic group expert of the China Real Estate Association, and an advisory committee member of Morrow Sodali. He has formed close professional communication and cooperation with some well-known domestic and international think-tanks, such as Development Research Center of the State Council (DRC), OECD, World Bank Group, International Finance Corporation (IFC), International Corporate Governance Network (ICGN), Asian Corporate Governance Association (ACGA), i.e.
Dr. Zhang has nearly 20 years of government consulting experience, providing central and local government with a large number of policy recommendations for state capital management, state-owned enterprise reform, private economic development, and large company development. Many proposals have been adopted and applied by central and local policy makers in policy formulation, such as the classification of state-owned enterprises, state-owned capital investment and operation companies, property rights restructuring, board construction, loss of state-owned assets, preferential policies for private economic support, and development policies for large companies.
Dr. Zhang also has more than 20 years of business consulting experience, providing diversified solutions for companies involving corporate strategy, business strategy, business model, strategy implementation, core competitiveness, organization change, corporate reform transformation, performance and compensation management. Clients of central enterprises include China Poly Group, China Chengtong Group, China Guoxin Holdings, SINOLIGHT, China Communications Construction, China International Intellectech, Capital Airport Holding, Wuhan Iron and Steel Group, etc. Clients of local enterprises, listed companies and private enterprises include Tibet Travel Investment, Gaozheng Building Materials, Tibet Shengshui, Henan Provincial State-controlled Construction Group, Haerbin Gong Shui, Sichuan Fortune, Shida Shenghua, Zhongping Nenghua, Tangshan Port, Fosun Group, etc.
Dr. Zhang worked in the Development Research Center of the State Council from 2002 to 2013. He served as the senior research fellow and chief of State-owned Enterprise Division. He completed the postdoctoral research at Renmin University of China, and obtained doctoral degree of Management from the International Business School of Nanjing University. Dr. Zhang has served as a member of the core group of the OECD Asian SOE Governance Network, as well as a shareholder responsibility committee member of the ICGN. He was a visiting scholar to the OECD in Paris, Stockholm School of Economics in Sweden, and NLI Research Institute in Tokyo.
