Achievement display

Completed more than 20 policy consultations for the SASAC of the State Council and the local SASAC, covering the classification of SOEs, state-owned assets supervision, state-owned assets layout, SOE governance, investment and operation company formation, board of directors, property rights reorganization, corporate competition and loss of state-owned assets. Among them, these topics were approved by the Vice Premier of the State Council, the Director and Deputy Director of the SASAC, and many subjects have been given high evaluations by the entrusting party. Moreover, the subjects of SOE classification and reform supervision have been applied to the reform plans of central enterprises, Beijing and Shanghai, while the results of investment operating companies have been fully absorbed into the pilots.

(Ⅰ)Important instruction

1. Ma Kai ,the Vice Premier of the State Council, made instructions on the Research on the Loss of State-owned Assets:
Chengtong Company has made great efforts in analyzing the special report with the certain reference value. The related leaders in charge of the departments should read and study when improving the relevant documents.

2. Wang Yong, the director of the SASAC of the State Council, gave instructions on the Classification of SOEs:
Very good! This report can be distributed to the leaders of the party committee for research and get approved from the secretary Zhang Yi.

3. Xiao Yaqing, the director of the SASAC of the State Council at that time, gave instructions on the Research of Homogeneous Competition of Central Enterprises:
The analysis and recommendations made in this report have the great significance. And I hope to further strengthen the research, conduct detailed statistics and propose the related work measures. In addition, the special research should also be carried out to promote the reorganization.

4. Shao Ning, the deputy director of the SASAC of the State Council, gave instructions on the Classification of SOEs:
The classification reform can be likely to be the next problem that the SASAC must face, so the Reform Bureau has arranged a special topic for one year and already achieved preliminary results, expecting to get approved for the reference. Among them, there is a trial classification of central enterprises on page 70, indicating the final pattern although some enterprises still need to be analyzed.

This project is much difficult, but has innovative concept. The overall quality of the project report is relatively high, especially the two-stage ideas and structural analysis of state-owned capital
investment and operating companies can be very inspiring. Some innovative explorations, such as the idea of setting up strategic funds, can have strong guiding significance for the specific practices.

6. Li Haibo, the Secretary of the Party Committee of the SASAC of the Autonomous Region, made comments on The King Parallel is an excellent enterprise and always focuses on quality projects.
